Call your local DMV (department of motor vehicles). They can tell you about that. Or ya know the info that they give you in drivers ed. In Louisiana 15 yr olds could only drive w/ a parent or sibling over 21 years old. 16 yrs old could drive but not early morning hours.

Earliest learner permits issued at 15 1/2 years of age, the learner must be accompanied at all times by a licensed adult, in the front seat, be careful, they mean ADULT, not another kid.

call the local police dep't and turn yourself in to them as quickly as possible -------------- it doesn't seem right to me for you to be looking for teenies that are out driving alone!!!!!!!!!!!!!!!!
