I suggest that young persons who commit repeated indiscretions resulting in negative sequella for the community, should be accorded responsibility for those acts. As a young person, there is strong peer pressure to conform to the values of an individuals social group. The individual who recognizes that defiance, is anti-social behavior, and non-productive, has the intellectual tools to make the switch to behavior that results in socially positive results. The youth of today are required to make decisions which include a successful mental processing of available data associated with the increasing sophistication of our society. That's a tough responsibility for the population who have had the opportunity for experience. It is, I believe, an awesome responsibility for our youth.

I have found the best medicine for bad behavior is .... drum roll.... BACKHAND! You give them a swift backhand, then point at their face while staring and say, "NO!" If it doesn't do the job 100% the first time you simply need to apply more treatments.
