You have to apply to be members of those unions. And in order for you to become a member, you have to go through a a lot of "red tape".
Try to work as background on a SAG show. You can do that by registering with Central Casting. Each time you work background, you get a SAG voucher. You have to have a required number of SAG vouchers before you are "SAG eligible". (I hear that they are up-ing the requirements to become SAG, so get to work ASAP before they put those requirements into effect.) Once you are SAG eligible, pay the joining fee, and you're in. You also have to pay dues to SAG once you're in.

Nope. You're never automatically in them. And you would know if you were, they would send you the membership card and the bill every quarter! You can buy your way into AFTRA but you have to earn your way into SAG. Don't be in such a hurry to get into the union because once you are you're stuck paying dues regardless of whether or not you are working! Once you're working, it may not be a problem but until then what's the point? The unemployment rate is so high, seriously I wouldn't do it until I had to. Now if you're hired for a union job, then it's probably a have to situation :-) Go to SAG.org or AFTRA.org for more info.

First of all, in the current employement climate, unless you're in NY or LA, it's best to stay non-union for a while and get experience. There's more non-union work around.
That being said, it's kind of roundabout. As the above poster said, you could become SAG eligible through vouchers. Or if you get cast in a SAG or AFTRA film/commercial, with certain restrictions you become "Taft-Hartley"-ed, and eligible to join.
And you'd know if you were in them by the serious dent in your bank account.

no you are not automatically in. There is a certain amount of commercials or a certain type that you must be in the program before you do any more.
