This motor is a 1968 Evan rude boat motor. It is Five horse power, has new points, new plugs, new gas line, and a new carburetor (rebuild kit), but won’t run unless in full choke. Any ideas on how to correct this problem???

Fix the vacuum leak and you will be fine. Spray WD40 around the intake and base of the carb. When the engine speeds up, you have found the leak.

are you testing the motor in a tank or in the cold water lake and did the mechanic that installed the new carb'' really know how to set the needle valve... that motor should run topless --- great and no problems... you need to tear into the carb and RE-check all the guts and I think that is where you'll find the prob''.............

you say the carb is rebuilt, whoever rebuilt it should recheck the jetting on it making sure there is no blockage and also the float settings. get that adjusted properly and you should be good to go.
