Programs don't make professional-looking websites, people do. Websites are just like any other medium; ones that are designed by talented professionals will look professional. There is no magic program that makes professional-looking brochures or TV ads, so how could there be one for websites?
Technology can certainly aid you in creating a professional website; you do definitely have to learn HTML first. PHP is necessary if you want to have interactive or dynamic features.

There are many approaches you can use to make a website. I'd suggest learning HTML and CSS. After a lot of practice, you'll be able to make a decent looking site. Although I don't suggest doing so, you can also use a program like Microsoft Frontpage or Dreamweaver. PHP isn't necessary to make to professional looking website but is common in websites with professional functionality.

You first need to know how to design websites using a graphics program like photoshop or fireworks then I would recommend learning dreamweaver. And start using flash and there you go. that what i did I work for Reality Media I designed many website but now i do a lot of videos and motion graphic stuff

You need knowledge of HTML, CSS, and probably Javascript (perhaps PHP and/or ASP) and an imagination. Your website is only limited to your own imagination and knowledge.

if i was you I would start designing sites in photoshop then you need to slice it up and put it into an html file using dreamweaver.
