I would choose either the Bay Area (not the city of SF though) or San Diego. SF is a great city; beautiful scenery, great architecture, and very urban and cosmopolitan but the people there are extremely lame and pretentious. Plus the weather really sucks in SF; cold, windy, and foggy most of the year. But the Bay Area is great overall and has really down to earth people and most of the Bay Area has better weather than the city of SF.
San Diego is also a great city to live in. The best weather in the nation, never too hot or cold, doesn't rain often, and is in the 70's year round. It has the best beaches and warmest water on the west coast, you can actually swim in the water w/o a wetsuit unlike anywhere in NorCal. There is always something or going on anytime of the year. It's a big city with tons to do but still has a small town atmosphere w/o all the crowding and congestion of SF or LA. SD has some the most laid back, friendly people in CA too. People here are really down to earth and unprententious, people dress a lot more casual compared to SF; pretty much board shorts and flip flops even for the professionals. Most people in SD are transplants from somewhere else so we're all down to meet new people and make new friends. The great weather also puts people in a good mood, which might also be why people in SF never seem happy. It's also cheaper than LA/Orange COunty and the SF Bay Area for housing and one of the best deals along the CA coast.

I think the Bay Area and SD are the best places to live. LA is good too but totally depends on the person, people will either love LA or hate LA. If you decide on the Bay Area look into the East Bay b/c it has the best people.

San Diego is an awesome place to live because there's always something going on but it's not as crazy as LA, but it's expensive. San Fran's great if you like that super-urban, Manhattan-style living. If you hate to drive all the time SF is best because it's worthless to have a car in that city. I wouldn't totally rule out Sacramento though. It doesn't have much itself, but it's warmer than Tahoe, cheaper than SF, and both places are about 2-3 hours drive. So you get to enjoy Tahoe and SF without dealing with Tahoe's snow everyday or paying out the nose for a hole in the wall in San Fran.

Southern CA's best if you like beaches and cities, Northern CA's best if you like natural scenery because outside of LA, Orange County and San Diego is nothing but desert. NorCal though has wine country, foothills, the Bay Area and redwood forests.

It depends what you're into. If you like the mountains and snow then Tahoe would be great for you. If you like beaches then Santa Cruz and south down the cost is great. If you are into an alternative lifestyle then SF or Berkely is great. LA is overrated in my opinion, but there are some really cool places like San Diego south of it. Sacramento is not that nice, I wouldn't live there.

In my opinion all of Cali has nice weather but it's rainier and colder north of Santa Cruz in the winter, and a little bit hotter in the summer.

Napa! I moved here for a reason! It's low-key, laid back, gorgeous views, tons of stuff to do, good food and wine, very cultural, the people are great. It's like living in a small town but with more amenities. And SF is only a 50 mile drive or a 45 minute ferry away. I personally love it here.

And, the Bay Area.

Otherwise, most any place along the coast.
