Obatin the first 4 badges and go to Pastoria City. There will be a grunt near the Safari Game who you must follow, if you come before you beat the 4 leaders, he will not do the desired act. Follow him to the gate, get ready for a rival battle. Then continue on and follow and talk to him as you go so he will move. Eventually you will have to fight him. Then go by the Lake and see Cynthia, see will give you the medicine for the Psyducks and leave. You have to clear the Psyducks before you get Fantina back in the gym. Go to the east and talk to the galatic grunt. He'll panic and run. Chase after him and one of your rivals will stop you. Battle him and then keep following the grunt and once you reach the lake area he'll battle you. Then head north and talk to cynthia and she'll ask you about the psyducks, say yes and she'll give you the secret medicine to use on the psyducks.
