I constantly hear people saying other minorities need to get off welfare. I would like to know if there is a publication that shows where the welfare resides based on ethnicity or even gender.

By shear numbers, whites are the largest race in the US and therefore will have the largest number on welfare. The real telling statistic is what percentage of an individual race is on welfare. I am sure that in this case it is not the white race. From personal experience ( I am a pharmacist with 35 years experience and have filled in the tens of thousands of medicaid prescriptions) that the highest percentage of welfare I have personally seen is among the blacks and Hispanics. This is not a racial statement but one of fact.

As a former worker for social services in California, I can report that white people by far outnumber minority recipients on welfare in California.

Sorry, I am not sure of the exact percentage but most welfare recipients are white.
