Malaysia Book of Records was published by Lee Elaine when she was 16, that was the youngest I could find!

I am not sure. Although a couple of years ago there was a boy who was 14 who published a book about 'Thieves World' a fantasy series written by a lot of different authors.

sorry to be vague but I know there was a 9 year old girl who wrote a book about her parents divorce. It was aimed at children in similar situations as a kind of 'manual to surviving your parents divorce'.
Can't remember the name of the girl (or, if indeed she was the youngest to get published) but I'm sure you could find it with a bit of research.
