First of all you need to research the sordid history of this man, especially his career move through the ranks of Washington politics and the corporate echelon and then ask this question again.
He is one of the more dangerous shadow players in this corporate power struggle for the world's diminishing resources. Hint: he is one of the key masterminds behind the"War on Terror" and the subsequent invasions of Iraq and Afganistan. Like Henry Kissinger he wiil never be brought to trial for all his maniacal plans which led to the deaths of countless thousands of mostly innocent people.
He won't resign from his post at the World Bank precisely because he is far too important a figure for Bush and his klan to carry out their plan of world energy (mainly oil) consolidation and/or control.

I have only read a little about that. However, if he was having a relationship with someone and put her in a trusted position, that is unethical at the least.

i don't see what the mess is. so he helped his friend get a promotion and pay raise. no big deal. happens all the time.
