why and who created it?

I don't think you will find a single person who has been to either, so the question is kind of mute.

There is a story I have heard about a samurai who asked this very question and went looking for the answer. He asked everyone he came across what heaven and hell were like, but no one could really tell him. Some would point to the scriptures in their holy books, or some would speculate, but no one actually knew from first hand experience what heaven and hell were like.
One day he came across a monk sitting quietly and walked over and told the monk his story and quest. "So do you know what heaven and hell are like? If not, please just tell me so, so I can be on my way". The monk, who had been silent the whole time, finally looked up at the man. "You? A Samurai? Pah!" The samurai started to grow angry. "Watch your tongue monk, I am indeed a samurai, and you will respect me as such. Now do you know or don't you?" The monk laughed "You're just a country bumpkin!" The samurai's face grew very dark. "I'm warning you monk, do not insult me again or I will strike your head off with my sword. Now answer me!" The monk looked at the sword. "With that pig sticker? You couldn't strike off a piece of bamboo with that"

"THATS IT!" roared the samurai. He drew his sword with expert skill and raised it to strike. "Samurai." said the monk calmly, "that is hell". The samurai realized the monks lesson and quickly sheathed his sword and bowed down in prostration to the monk, tears of gratitude in his eyes, for someone had finally been able to show him first hand what hell was like. "And samurai." said the monk "that is heaven."

But seriously, ceremonial burials first made their appearance approximately 100,000 years ago, which most anthropologists believe coincided with the first beliefs in an afterlife and supernatural deities among modern man.

Of the 106 billion people who have ever walked the earth, heaven and/or hell must be awfully crowded....

Speaking of Holy Scriptures, yes, there is. On an individual level, you must have a heaven as a reward for good deeds & hell for retribution. Even if it's in the mind of people, as some people say, this very concept is necessary in order to have an orderly social life otherwise it'll be quite chaotic. The whole penal law is based on the concept of retribution.

Yes, there is heaven and hell but in your head and it's Man who created them.

Obviously there is a heaven we look at it every day. Is there a Kingdom in heaven I care to say yes. As for Hell there is more places of punishment than just Hell. There is Hades, Death, The abyss were fallen angels are cast, the place of burning sulfur, Lake of fire, Sea of Life were people rest in a state of slumber for the Resurrection. I'm sure there is many more

Of course there is a heaven and a hell. God created everything. If you are not sure of this, then you better have them put some suntan lotion in your coffin as you may be going where it gets tad bit hot!

George Reeves is credited with founding Hell in 1838.

Actually both Heaven AND Hell can be found (appropriately enough) in Washington DC, too.

Both places exist. The Bible tells us of this. Jesus, our Savior, spoke of both heaven and hell. Heaven has always existed. It is hard for us to understand that God has no beginning or end. He has always existed. Out of his love he created us and WE chose to sin when tempted by Satan.

Satan was the brightest, best angel who was created by God. But, pride caused Satan to think he had a better plan than God's plan. One third of the angels in heaven chose to follow Satan. So, Satan tempted us to sin and we chose to sin.

God has created hell for Satan, Satan's angels (or demons) and all of us who choose to turn our backs on God and who don't accept Jesus Christ as our Savior. The Bible tells us that if you do not accept Jesus Christ IN YOUR HEART as your personal Savior, then you will spend eternity in torment in hell.
