Tell me exactly what levels you can go up to with each badge. I need to know!

Here's the answer.
When you have 2 badges, all Pokémon up to Level 30 will be at your command.
4 badges increases it to Level 50.
6 badges increases it to 70 and of course 8 makes all Pokémon be at your command when caught.

Well correct me if i'm wrong but the Regigigas is level 100. You should get all the badges to get it to obey you. You can also try making it like you more, giving it Zinc, Carbos etc. You can also let the lady in Vielstone to give your Regigigas a daily massage. Battle with it and don't let it faint too much.
