Any post high school degree
Associates, Bachelors, Masters' Doctorate.

A secondary degree is a High School diploma. Post secondary would refer to any degree that is higher than that -- but especially an associate's or bachelor's degree. Master's degrees and doctorates are usually referred to post-graduate degrees (or simply graduate degrees).
