It made the kids that didn't live through it actually study and do their own homework. Thusly, it raised the stress level and tension around test time.
The ultimate culmination was the ensuing grades from the build up of knowledge... Those who were prepared won the race. Those who didn't do their own homework and study were left behind, and their grades were deemed inferior.
This, in turn again furthering the tension between those students lacking and their Super-Power Parents who have the ultimate power to ground the kids who don't keep up in the race.

The arms race represented "superiority" in the minds of both governments, so there was internal and external pressure to be the better of the two
Both feared the other and was concerned that when one gained a distinct advantage in arms, it would attack the other.
It was an economic burden on both countries, so even though the money could be spent better in both countries on infrastructure, education, and the poor, it was spent arming to the hilt.
In all three instances, the tensions rose between the US and Russia.
