Why do you limit yourself so much? The NBA has been around for a lot longer than sincd 1984 (when MJ came into the league) and there were much better players then. Anyway.... going by YOUR parameters and in no particular order other than my brain's:
1. Kareem Abdul Jabbar
2. Hakeem Olajuwon
3. Michael Jordan
4. Charles Barkley
5. Larry Bird
6. Dominique Wilkins
7. James Worthy
8. Magic Johnson
9. Karl Malone
10. John Stockton
No one in the league now except for maybe Shaq can be in that top 10 at this point.
Your limitations leave off such "old school" greats as Wilt Chamberlain, Oscar Robertson, Bill Russell, Jo Jo White, Jerry West, etc.

If George Mikan isn't on any of those lists, then they are just not right. He was voted the most dominant NBA player of the early part of the 20th Century for Pete's sake.
In no particular order:
1. Michael Jordan
2. George Mikan

5. Larry Bird

9. Hakeem Olajawon (sp)
10. Julius Erving
There is not a player in the NBA today that could touch any of the players that I just mentioned. Any of those guys in their prime would leave these present day players in the dust.

Thats a toughy! There have been a lot of great NBA players through the decade. I will give you top 5 retired and top 5 current, how can you compare talent of today with the talent from back then? Its a totally different game now.
Retired:
1. Dr. J
2. Jordan
3. Magic
4. Wilt Chamberlain
5. "Pistol" Pete Maravich (dont hate)
Current:
1. Kevin Garnett
2. Kobe Bryant
3. Shaq
4. Tim Duncan
5. Steve Nash (again, dont hate)
Those are my picks. It is tough to judge but as far as overall talent and the ability to change a game I think these are the best choices.

This is based on whom I have watched played, Thats why I left out legends like Wilt,Bill Russel, Jerry West, Pistol Pete, Ocar etc... Ive never watched them enough to compare them to these other players, other then stats, and stats do not always tell everything, about how great a player was.

2.Wilt Chamberlin (when rules are made against you because you are too good then you are top 3 all-Time)
3.Bill Russell
4.Rick Barry
5.Magic Johnson (HIV cut it too short but still remarkable)
6.Jerry West (they made the NBA emblem after him)
7.Pete Maravich (played on horrible teams but did amazing things)
8.Hakeem Olajuwon (most nimble 7+ player ever)
9.Larry Bird (They call him the LEgend for a reason
10.Shaquille O'Neal (like him or hate him he is unstoppable)
