Yes, its true, rockets produce water vapour as waste.

But water IS actually a greenhouse gas. It accounts for 95% of the greenhouse effect.

Any form of combustion is going to create at least some CO2, but this isn't the major source from the space programs. The elimination of plants and replacement with concrete pads or buildings; the mining of minerals, smelting of same, and fabrication into the various parts and peices of space vehicles, this is where the impact from the space program comes in.
Not a huge factor, in the grand scheme, but still there.

Most liquid rockets use hydrogen and oxygen for fuels. That's water no green house gas. The heat is a nit.
