Not sure if you mean the "make-up" stamps that don't have a denomination on them or if you mean peeling a stamp off a letter that was mailed but does not have a "cancellation" mark on it.
Yes, you can use "make-up" stamps but you need to find out how much they are worth. Ask your P.O. how much they are worth. Each one is worth a different amount since they were used when rates went up, but were printed before the P.O. knew how much the new rate would be.
You can NOT re-use stamps just because they do not have the cancellation mark on them. Besides, they are bloody hard to get off the envelope anyway.
The P.O. is coming out with "forever" stamps in May that will always be good for postage no matter how much the price goes up. Buy them now and use them to mail a letter 20 years from now. Not the same thing as "make-up" stamps that you currently possess.

There is a way to defraud the Post Office quite easily.
I won't tell you exactly how to do it, but it involves covering the stamp with a clear nonadhesive cover so that the stamp is not franked+ cancelled.
So you can use un-franked postage stamps, but not legally!

Unused stamps can be used forever. Just use enough to add up to the correct postage. Note that very old stamps may have a greater value to collectors.

Yes you can use unused stamps that you find in a drawer.
If they come from a used envelope you could use them but you are not meant to.
Some Act of Parliament I cannot recall makes it illegal
