It depends. if he is hitting you and wants your number then just say your not interested and walk away. if he is just trying to be nice and friendly then him being unattractive (in your eyes) shouldn't matter. just talk to him. it's ok to have ugly/unattractive friends. i have really hot friends and some not so hot friends, either type is fun to talk to and hangout with.

what's bothering mean? and do you know this person? if its a stranger like at a bar/mall/other public setting, I'd give him a dirty look or tell him to go away. But if its a person you know or work with who's just being obnoxiously annoying, then you kinda have to remove yourself from his presence if he doesnt get the hint any other way

Talk to him. Some people are very interesting. Don't judge a book by its cover. If I had to choose between a very good looking guy and a not so good looking guy, honestly I would pick the not so good looking guy. Usually they have more to talk about, and you might even have stuff in common with him. The good looking ones usually are to much in to their looks.
