The need for some sort of tax is mandatory. The differences tend to be on what sort of taxes, how much money the government needs and what it should be spent on.

The democrats and republicans both see a need for government spending. The Republicans like to claim they are against taxes but to pay for their spending they borrow instead of coming out and straight out taxing. The interest on the debt they incur will eventually come from taxes. Democrats are more willing to bite the bullet and raise taxes in a more straight-forward manner.

Taxes are mandatory for all US wage earners. But if you are wealthy or a corporation with political connections you can avoid paying most or all. With the right connections you can even get paid subsidies from the government.
