Maybe because your lunch is much better than his.
Start moaning and ahhhhhing saying how delicious it is.
Really get his dander up.

Make a nice sandwich and cut it in half. On one half put lots and lots of salt and pepper or other spices, so much that no one could eat it. When he is near you ask him if he would like half a sandwich, and offer him the half with all the spices. Meantime be eating the other half and saying how good it is. They may never speak to you again, but that's life.

now a days, its hard to tell if he just wants a good lunch as you have or if hes trying to get to know his suspect better....its a scary thing but i would be careful and if you dont feel confortable, and as someone mentioned eailer, keep a bottle of pepperspray or some kind of self defense item. Or, if hes starting to get personal, i would tell the boss and see what goes on from there....dont not take anything lighty because we live in a crazy world where people are nuts....so...what im trying to say...is please be careful....

Why would you call the police? With times the way they are now, maybe he just can't afford one. Maybe he's just interested in what your eating.

Or maybe you ruined his plans on asking you out to lunch and he is trying to get up the courage to ask you out for tomorrow...

hummm sounds weird for him to be checking out your lunch. Maybe he wants to see what you got to compare his, or he is very hungry and wants you to share, or maybe he is just weird like i said before.
