Go work for another staffing company for three to five years. That will give you a great idea of what you need to do to start a staffing company of your own.

The very first thing you need to do is to see if your state requires you to be licensed to open a staffing agency. Some do, some don't.

Are you going to be offering temp services or direct placement only?

Why do you think your area is in need of another agency?

Network. Make contacts, lots and lots of contacts. You'll need to meet people who can serve as your staffing personnel and you will need to meet people who will purchase your services.

You should also determine what sort of staffing it is that you plan to do. Will it be for temporary factory workers? Short-term accounting positions? Or are you going to be a placement firm? This will have a pretty substantial impact on where and how you do your networking.

Start with local Chamber of Commerce and Local Zoning to see what permits and licenses you need to operate first; they should also have small business startup info.
