Yes, German submarines did and they were responsible for a number of ship sinkings off the eastern coast, in places like Georgia and the Carolina's.

In addition, Japanese submarines were rare but did make appearances off the coast of California, sinking a few ships and also shelling Santa Barbara and Santa Monica.

Five Japanese mini submarines attempted to infiltrate (sp) Pearl Harbor during the attack...

One was sunk by a patroling destroyer.
At least one made it into the harbor and was rammed and sank inside the harbor.
A third washed up on shore with a broken compass and scuttling device; it's now in a museum in texas, I believe.
The fourth was found in a lagoon in 1962.
There is one more, and no one knows exactly what happened to it. Some think it made it into the harbor, but there is no definitive evidence.

Yes the German submarines landed saboteurs in the Carolina's at least once and the Civil Air Patrol anti-sub patrols have at least one confirmed kill.

yes japanese subs were in th eport of pearl harbor before the attack and there were several german sub off the east cost that sank several ships
