Oh they are not needed right now. Once elections are close or something else needs to be taken out of the public eye they will be back up again.

Even Faux News have stopped showing those. They were a sign back in the 04 elections that Bush's approval rating when down, that the terra alert would go up.
It was pretty funny.

Maybe cause they figured out that the only people who really paid attention or changed their day to day lives were the people (terrorists) the color alerts were supposed to prevent. I mean really, what other country in the entire world publicly announces the days when security will be lax?
