After WWII, the US corporate mentality was that Canada was an extension of the US. Borders were extremely fluid and the labor forces similarly trained. Canada rode along on the post-war industrial boom by virtue of this mentality.

The seaway was a quick and easy way to transport goods for nearly 50 weeks a year (a few being too difficult to navigate). The downfall of its construction was that it was expensive and redundant. The upside is that it gave an alternative to rodeway and railway transportation, and was significantly cheaper than air transport, particularly with things like Iron Ore from Lake Superior.
