According to Merriem-Webster, it is:
Main Entry: 1ques·tion
Pronunciation: 'kwes-ch&n, 'kwesh-
Function: noun
Etymology: Middle English, from Anglo-French, from Latin quaestion-, quaestio, from quaerere to seek, ask

It is typically pronounced "KWES-chun" in America. In England and by English-as-a-second-language speakers it is sometimes pronounced as "KWES-tee-on," with the "tee-on" pronounced so quickly it is a little slurred.

I would say that it should be pronounced as:

Quest-Shun -- making sure that you pronounce the 't'

But in American English, this is virtually indistiguishable from:

Ques-Chun

So -- flip a coin.
