Depends, most hot spots charge by the hour (not much if all you are going to use it for an hour. Most airports provide Wi-Fi a courtesy to travelers. Even some counties are providing their residents with internet access for just being a taxpaying resident. Oakland County, in Michigan is being wired up for Wi-Fi all one has to do is sign up and prove that they are residents of Oakland County. They will be charged a flat rate that will be included in their tax bill to the county. Either way it is not free, you have to pay the piper. To have your own, you must have an internet connection, then wire up for Wi-Fi

Speed varies alot depending on conditions, and what the wifi is plugged into. Usually you get typical broadband speeds though (comparable to a DSL hookup).
As for paying for wifi, thats a yes and no. If you use a public free wifi spot, like at your local panera's, then it is free. If you want your own wifi in your house, then you have to pay for it.
