Get a dwarft variety of the weeping cherry such as the Jap. Snowball, or a true dwarft weeping variety. The Snowball is a bit pricey but a beautiful speciemen tree. Hope this helps.

Pretty much if you trim any of the branches that start to grow straight up any weeping cherry will not grow any taller. Mostly the branches grow a little up and then ‘weep’ towards the ground. If you are worried about height then get a dwarf tree.
