As a couple of others noticed, it means that when you say something, you should make sure you don't accidentally spit or spray people as you talk.

People who spray saliva when they talk are generally unaware of this and the phrase was created as a polite way to tell someone they are spraying you when they talk and you'd appreciate it if they stopped doing this.

Years ago they tried to make little sayings or poems to teach people how to behave politely.

Another good example is:
"if you sprinkle when you tinkle, please be a sweetie and wipe the seatie". Which many people today have forgotten!

People (generally children), will use this term when someone 'spits' while speaking. If you have ever had the unpleasant experience of someone 'spraying' you while talking, you would probably have preferred that they 'say it, not spray it'.

To me, it means to say it verbally or write it on paper and do not spray--graffiti the surroundings!! I've never heard the other connotation--that would sound like they were mocking a disability....

It's a remark made to someone who spits when talking (maybe when they're excited or angry) by the person sprayed by the spit.

actually, it is an underground movement in the horticultural rhelm, their believe is that a plant should get equal amount of verbal communication as well as misting from the spray bottle.

norrmaly children use this because when someone talks and spit comes out it lands on them so they tell them to ( say it not spray it) rarly adults so it to there children though.

Some people when they speak they have a lot of saliva exit the mouth, thus they spray when they speak.
