It simply means that they were a very capable and fierce army who had little difficulty in conquering land and enslaving the people but had huge difficulties in ruling the conquered peoples. This is because ruling the vast territories and populations they conquered involved organisational skills (among many other qualities) which they lacked.

I think your question should have been 'Why they were better conquerors than rulers.'

Well, the Mongols were really good at conquering. At its height, the Mongol empire stretched from East Asia up to the gates of Western Europe. In fact their empire was the largest in history, even larger than that of the ancient Romans. It could have been larger had Genghis Khan not died. With their leader dead, the Mongols trooped back to Asia and off with them go their influence and rule upon the lands that they conquered on the way to Europe (Asia Minor, the Middle East).

Now they fared low in terms of ruling the people they conquered. They are known to terrorize the people in submission to their rule. They even wipe out an entire population and destroy whole cities that defy their rule.

The Mongols were very successful at conquering, or acquiring land through the military defeat of their enemies, but they were not as good as administrators, or governors of the societies they conquered. Is this understandable?

The Mongols were better at war and taking control over others than they were at governing those they conquered. They were better killers than they were leaders
