I think it was from the 90s. it had a wee dog whos best friend was a cow called Heffer. I`m not sure if it was a kids cartoon because sometimes it was pretty disgusting. It was really funny. I think the title might have been the dogs name but I cant remember.

Yep, it was called "Rocko's Modern Life". It was on during kids TV time but has some very adult humour. I always remember one about when Heffer (the bull) goes into a milking barn with milking machines and falls in love with it. Can only guess at what he is doing with it...
