The DA has lattitude to make a plea bargain - but if he thinks he has the evidence for the conviction of a serious crime, chances are he won't. Usually a plea bargain comes about when one side has a weakness in their case.

This is the time when a good lawyer with experience can help frame the plea bargain in ways to help convince the DA he should take it

It's not his job to decide if you can do a good job in the military . His job is to convince the grand jury that a crime was committed and you were involved. H e could drop the case if he thought the evidence wasn't there to hold up the case against you.

You are negotiating from a very, very weak position without an attorney. Hire a Johnny Cochran pronto.
