Your Windows System files have been corrupted. The only solution is to repair your Windows installation from the product CD. Now that you mention that you don't have a product CD, so contact your technician who put Windows into your system and ask him to repair the installation. Some transformation packs (themes that make your desktop look different) can cause instability of the system files, so better stay away from them in future.

It means that someone installed a program (might have been done automatically by a web site you visited) that changed one of the files that is needed by Windows to operate properly. Simply insert the Windows CD and it will restore the original file. If you do not, the message will return each time Windows attempts to use that file.

If you do not have the CD, ask around. If one of your friends has an XP Pro CD, you can use it. Or if you contact the manufacturer of your PC (assuming it came with XP preinstalled), you can usually get a CD for shipping/handling cost (around $10).

This can happen one of two ways:
1. Fake. It can be a virus.
2. For real. Windows is corrupt.
In either case the best solution is for you to go to www.kubuntu.org and get a good operating system this time and drop Windows as it is a virus magnet.
