There are 2 main factors. 1 is of course the cost, since the Saturn V costsseveral hundred million(a few billion now) per lauch, which could certainly do a lot for people.
Secondly, it was the Apollo 13 incident. Everyone knows that the story of that mission and because of the possibility of deaths in this "exercise in cosmic redundancy (quoted from Jim Lovell's Biography)", the public got angry and the moon missions ended at Apollo 17, which had already been paid for or else they'd end straight at 13.

In the year 2005 NASA does not have the technology to land any man, or woman on the Moon, and return them safely to Earth.

Basically the cost. By the 1970's we had been there 6 times, had beat the Russians there and the public interest turned more toward ending the war, ecology and social issues. People and congress got tired of spending billions of dollars on the program.
