1.Use broadband connection (at least 256 Kbps).
2.Regularly clean all your temporary files. To do so, download a free software, CCleaner, from http://ccleaner.com/ and run it's Cleaner section.
3.Contact your ISP if you receive broken connections repeatedly.

If you're using a dial-up connection, well it is really slow. Try downloading an internet booster to maximize the connection to its full potential. Now, If you are using a dsl, Broadband internet connection and it is still slow, well i bet your computer is infected with adwares and spywares. Try to have a virus scan.

Use Norton, it scan the whole computer for virus.
Delete any unwanted files
Call you local person
then it should be fixed
