Along with the sites that have already been recommended, try freecycle: http://www.freecycle.org/ It's like a classified ads, but everything listed is free. Just make sure it holds water, you can clean it by wiping it down with a dilute bleach solution and rinsing several times.
For the sharks, I'd suggest to go wider than tall. If you plan to keep them through the adult size, 18" front to back. Also consider the dimensions of length and width - called the "footprint", because this is the size area it needs to "stand" on. The footprint is the same as the water surface area, which relates to oxygen exchange. A 20 gallon long can hold more fish safely than a 20 standard (which isn't as long, but taller) because the larger surface area allows more oxygen/carbon dioxide exchange at the water's surface.

Your cheapest place to find an aquarium of that size is going to be your local classifieds. This includes things like e-bay, craigslist.org, and your local online classified site. Another way is to see if there are any aquarium clubs or societies in your area and check out their websites or newsletters for a for sale place. For a complete setup you are still looking at 200+ $, but that's cheaper than 700+ $ in a store.
Another suggestion would be, if you can not find a tank, find a local fish store that will buy some of you current fish back for store credit. That will give you a little money for things like fish food or filter supplies and will help uncrowd your current tank.
Good Luck!

Firstly, be prepared to pay hundreds for the tank you wont get any cheaper than $100. Secondly, best place to get it cheap is online on places like ebay second hand. Only problem with that is that you'll have to fill up the tank with water to make sure there are absolutely NO holes or cracks in the second-hand ones before you buy. :)

Chicago, IL, is the best. Check from government aquariums, too.
