This sounds like it could be ich to me as well, especially if the dots are raised. See this photo for comparison: http://www.max-discus-dream.de/mddnew/Images/ICH1.jpg Ich is caused by a parasite.

Velvet is a parasite that looks similar, but the dots are smaller: http://www.fishdeals.com/fish_diseases/oodinium_velvet/photos/velvet.jpg

The treatment for these is similar, but for velvet you should also keep the lights on the tank off. Since your fish is one of the scaleless fishes, he'll be sensitive to treatments, so start at half dose and increase gradually. Since this is a parasite, you'll need to treat the entire tank. Treatment should last 10-14 days at least, or at least 3 days after you no longer see spots on the fish. When the parasite is on the fish, in in a cyst, so it isn't affected by anything in the tank, this only happens when they fall off the fish. If you slowly increase the water temperature over several hours till it's over 86o, this will speed up the life cycle.

You can find several suggested treatments in this article, both natural and chemical: http://www.skepticalaquarist.com/docs/health/ich.shtml

Ich is a protozoan disease that is often called 'white spot disease.
Causes: Water temperature, water quality, tank inhabitants, improper diet, and a variety of other factors all contribute to stress, but one of the most severe causes of stress occurs during shipping and handling of a new fish.

Treatment: Raise the tank temperature to 78-80°F over 48 hours to speed the cycle of tomite formation and release.
Treat the tank with Ich tabs or drops. The water turns blue if you use the tabs, at least mine did and it's supposed to go away in about four days.
