My Broadband contract is ending in next month and the Broadband staff call up and telling me to renew the contract.
I agreed to renew and will start with the new plan in the end of next month.
But now, I felt regret for signing up the renew contract.

If I want to cancel the renew contract, as it not yet start running, will I be penalty?

Sounds like, legally, you have already entered into a new, binding contract, with Broadband. Only chance would be to try to negotiate a new contract with them, otherwise they will not only legally disconnect you from their contract, but likely, due for the balance owed under the "new" contract that you have already, verbally, agreed to.

How long ago did you sign? Most states have a grace period.
