Freedom should be used like it's supposed to. Freedom is 0 restrictions on moral, mental or physical decisions. All governments are not free, they all control some aspect of your decisions. That's not a bad thing all of the time, because being truly free also means you have no protection from enemies, it means you are on your own completely, like whales. They're free. We are in a global colony where regions are split by countries and governments all trying to work together to make peace, lately that has been going down the tube though.
I believe it is a good thing we have some restrictions, but some go too far. The Patriot Act is coming pretty close to a Dictatorship if you ask me, but if it's going to save my families life someday, then it is a good thing. That is truly speculation though.
For now we just need to be patient and wish the best to the people who are trying to save this f**ked up world.

There is no limit to freedom.
At few circumstances, freedom becomes a cumbersome burden and does reminds us the goodness or evilness of the action we are about to initiate. Morality, individuality, plurality, unity, and uniqueness do affect our decisions as causal chain.

The limits of freedom are determined by who has the power. In my world it would be government and its laws and the power to tax. In my child's world it would be his or her parents. In Cuba it would be determined by Castro.

Great question... my STAR!!
Extent and sustainability of our power or strength (physical, mental, social, political and spiritual) determine and draw the limiting boundaries on our freedom.
In other words, power breeds freedom, although justice must prevail eventually..... which means that the freedom can not be sustained unless the power or strength is correspondingly balanced out with duty and responsibility!! Over a period of time, therefore, the limiting factor is justice.

Ideally, laws are designed to make people more free. Because there is a law against murder, I may freely walk the streets unarmed. Because there is a law against theft, I am freely able to enjoy my property. Etc. In a just society, people will be making laws to further freedom of the community as a whole.

In a legal sense, it would be the lawmaking institutions of your area.
In a philosophical sense, we each determine our own limits of freedom, based on what we are taught and our own thinking in deciding to abide by such mores or not. humans usually balance what they will do by what amount of effort or consequences we are willing to put out/bare

Laws, regulations, and the degree to which you impede, annoy or harass another individual while exercising your own "freedom."
