According to General Relativity, your perception of time is affected by gravity and acceleration. So, if the earth slowed down, to somebody standing on the planet, nothing would happen. To somebody looking at earth from outside the solar system there would be a slight (very slight) speed up in time.

Time would not be affected. time is just a perception, most of the watches function on a battery or quartz mechanism which is probably not impacted with change in rotation speed of the earth.. so what you would see is the sun rising at 6.00 am and going down much later than 6.00 pm.. it would just throw our time system out of sync.. maybe that would be like living in the poles or something.. good question though!

if you mean the spin of the earth:
a day would be more hours long.

if you mean the speed around the sun:
a year would take longer.

If you mean the speed of the earth affection the rate of time due to special relativity:
Time would speed up for us who live on the earth. but we wouldn't notice. The seconds would be fractionally faster but we would do things fractionally faster too. 1 year would still feel to us like 1 year.

Only your ego would lead you to believe the properties of earth, or even the existence of earth, have anything at all to do with the passage of time.

Nothing. Time is infinite. Humans are the ones that constructed time in order to bring some sense of order to our daily lives.
