Have you read 1984 by George Orwell? That's where that comes from.
The "thought police" were assigned by the government to spy on people's thoughts to make sure nobody was thinking independently or planning something that was not approved behavior. If you were caught you were wiped from existence and never spoken of again.
I think people use it to prove a point when telling someone to live and let live.
That book is also where the terms Big Brother, news speak and 2 minutes of hate come from. I highly recommend it.

Thought crimes in the US are generally crimes were you are punished for intent, not the actual crime. Hate crimes are thought crimes. Flag burning is considering a thought crime. There is no law against burning cloth, esp. if you have permits, but if that cloth has certian design you can be arrested.
Several countries arrest people just for being "nazis" though they pose no threat other than a system of thought that the govenrment doesn't agree with.

Thought police, as in patrolling what people think (instead of what they do).
If you can gain some measure of control over what people think, that will soon lead to control over what they say (can't talk about something not thought about), and hence over what they do.
It's a pretty fatalistic and extremist view....not reality, if you ask me.

we criminalize those who disagree with us, call them traitors cowards and become angry, unable to discuss, only argue and then leave no different than you were. except angrier. a total wall against reality. the matrix.
