you may make it with rubber also. There is no law which forces you to make it out of steel.
The stamp is used extensively so to prevent wear and tear it is made of steel

Common seal is compulsory for all companies to be embossed on all important documents. It is not specifically mentioned in the act the the same should be made of steel bu it is desired to have the same made of steel as it last longer and only one common seal in the life of the company is prepared. If you have any other metal or hard material available with you, you can go for it and also suggest the same to others. If you are a big shot you can go for even Gold or Silver or iron or cast iron.

Common Seal is made in metal only and not rubber. We always have rubber stamps and common seal is in metal. It has to be securely kept under lock and key and with the Comp. Secy or M.D. Though there is no provision in the Companies Act, 1956 with respect to substance of the Common seal, but in commercial practice it is made of metal as the seal is engraved on the paper and will not smudge in due course of time. It is only when u make it with metal that the seal can be engraved on the document.
