This is in an apartment where the building uses a water softening system. My girlfriend complains that her hair is very difficult to dry so I need to find a solution Please.

Short of buying her those super absorbent towels used by swimmers, you may be out of luck. Sometimes the softener is hooked up just to hotwater lines........so you could tell her to do the final rinse with cold water. If both hot and cold are being softened, not much you can do.
Maybe she's using too much conditioner. Maybe a weak solution of vinegar at the end will help.......the smell goes away when the hair is dry.

That's an odd question. Most people want to go the other way. I can't think of anything you can do to the water to make it harder. The best thing may be to get another girl friend who doesn't complain so much. If you still really like her, then get her a bigger hair drier, in fact, get her a heat gun from an electrical supply store, that'll get it dry.

she probably needs to change her shampoo
that would be the easiest method.
