I am trying to find a film that NOBODY(i have nosey neighbors) can see through, even at night, however, I need to be able to see out-mainly because of the 'bad kids' in the neighborhood, and I have to be able to recognize their faces(they terrorize our farm animals). Anyway, I was looking at mirror privacy film, but my understanding is that people can look through the window at night. where would I get a film that I can see out of, but nobody can see in?

There may be something like that, but I can't say I've seen any. The mirror glass is about the best, but the lighting on the inside must be dark to keep people from seeing through it.

there is no such thing. think about what you are asking for- you want glass to be 100% reflective but be somewhat transmissive? Reflections+ transmissions+absorptions must equal 100%. that is the 'law'
you have a couple not-so-great options: (1) buy the 3M privacy windows based on LCD technology. they are clear when you want them clear, and opaque with the flip of a switch. these can be had at higher end window stores.
the only other option is to get an 80% reflective film or glass (window tinting for cars works well) and place a light outside facing the window. this will suck, as you will have some light making its way into the house. it will also prevent you from seeing "them". consider placing a bunch of flood lights on motion detectors so the above will only be true when someone is out there.

The purpose of film, even one that offers High daytime security isn't also designed to be opaque enough when a light source is behind it, nor would anything opaque allow you to see out.
"Bad Kids Terrorizing"...Does this happen mainly at night? and if so how well are you able to see them?
I suppose for a sizeable investment you could go to a company that makes or sells the type of mirror glass used by law enforcement agencies, but as one other suggests, perhaps a Pit Bull or two, might be an alternate choice.
