Some people rock the boat, and some people row it.

Generally the less able or under-qualified tend to rock the boat because they usually can't contribute much of value to an enterprise, but still want to be noticed, despite knowing that they will not likely achieve an objective.

Frequently the better equipped will "row the boat" to reach a destination (objective), so they can enjoy the benefits and rewards of success.

Rocking the boat is a characteristic of losers, and rowing the boat is generally a characteristic of winners.

And being captain of the boat is...oh, I think you get the message.
