I find the term "bums" to be judgmental.

Many people who are homeless are that way for a variety of reasons including abuse and mental illness. The mental health system and society was supposed to provide for these people. We have done a terrible job of doing so.

Vtech would be an example of someone who slipped between the crack and would likely have ended up homeless as a result of pervasive mental health issues.

Bums aren't a scourge, you don't know why they are living out of cardboard boxes, some are people with a lot of sicknesses and have been thrown out of the system and have no place to go. Our social system sucks. A lot of them are just too lazy to work and should be shoveled up and removed from the streets, but where do you put then.
These are people, a lot of them mentally ill who don't want to go to group homes as living on the street is actually safer for them.
Some of them are drug addicts and can't find a place to live as they can't go to group homes.
It's a sad commentary on life. Some of these people may have been CEO's of company's at one time but lost their job and went into a spiral and just continued down and down, There for the grace of luck we are not there.

a multi-tonged whip designed to flay the skin from someone's back = scourge.

but the homeless? inconveniences at most, unfortunate souls lost in whatever lead to their current rustic living arrangements at least.
