Why do I need to be frisked when I don't have any pants on?

I know for a fact that it is illegal to drive without shoes on, but they never mentioned pants

You have to wear pants so if you get in an accident, the Drs. and nurses can see if you're wearing clean underwear.

It destroys all the years of mothers telling kids to wear clean underwear in case the get maimed..
