I think the short answer is "no".

The capacitance of a conductor is exclusively dependent on geometry. So if your blob of mercury is perfectly spherical, it will have a different capacitance than if you stretch the same blob out into a thin sheet or draw it into a wire-like shape.

Its capacitance at any time can be well defined, but it will vary with shape.
