No they're not!
The Heroes & bad guys are just always early!
For real though, how could the hero show off and be the hero if there's a squad of cops there to help him? He has to bring the bad guy down all by himself to retain his hero-ness!

well to answer Ur Q i think is too make the viewer more curious or anxious to see Wat will the main characters do to end it if the police came and shot everyone the movie will end faster and boring.
