This comes in a tube in two parts - a green outside layer and white inside layer that are like modelling clay. Pinch of a small piece and blend the layers, and just put a thin layer between what you want to put together. It will cure underwater in half an hour and is tank safe. It's used in marine aquaria to put together pieces of rock or fix corals to rock. It dries to a light grayish white finish (like cement) that can be sanded.

They sell this one aquarium silicone that's used for sealing leaks but it's also good as an adhesive just as long as you let it cure for a couple of days before you put it in your tank. You can buy those tubes in the hradware store that are made from white or black pvc for your smaller fish to swim through and good for you to decorate with the gravel. Hope this helps!

Silicone tank seal can be used to glue aquarium decorations together. If you want to make a small gravel cave, a good way to do it is to buy a pvc pipe and then glue the stuff to it.

Sellys make an aquarium safe silicone. You just need to check the label to make sure you walk out with the that says aquarium safe. I have used it myself. Make sure you leave it for a couple of days to cure. Then soak in water for a couple of weeks, just to be safe.
You can also use pvc pipe, cut in half cover in "glue" and stick on smaller pebbles/rock to make a cave. Looks good.
Warning on glueing rocks together. If they are not solid sitting and tip over you may smash the side of your tank.

yes, silicone. it is the most weatherable system. these tend not to have the greatest structural strength. for your app, you will have a ton. don't worry about sticking/not sticking. Only worry that your gravel is really dry- NO WATER or WET gravel. there you will have problems.
epoxy could work. it is not nearly as weatherable or water-stable as a silicone. things called silanes need to be employed to make the bond water stable. don't ask, it's a long explanation. for a great read, google Pleuddemun- a Dow scientist that pioneered silanes and crosslinkers.

Why dont you just buy one of the caves they sell? You can get them at a pet store or sometimes even wal mart for really cheap. It'd be easier then making them, and you wouldnt have to worry about them falling apart.
