Congress and the administration have no power or authority to change, raise or lower the price of gasoline.
They can increase or decrease the federal tax on gasoline.
But that is the limit of their power and authority.
EDIT:
ED Mike, you need to do somemore research,
The wind falls profit tax hasn't existed since 1988, when the Democrat Controlled Congress did not reauthorize it again.
EDIT #2:
Here are some articles about Exxon and Chevron making record oil profits back when Clinton was President, Im sure someone will try and blame those record profits on Bush too.........lol

The price of gas is effected primarily by the price of crude oil on the market. Neither the Democratic Congress, nor President Bush really has all that much control over the price of gas.

If YOU'D pay attention, the President is the cause of the currently high gas prices, and the gas prices were this high when the REPUBLICANS HAD CONTROL OF CONGRESS.
Nice try on feigning responsibility. Typical Republican...

Just Nancy, she had a few campaign donations she had to cover. It's the same dance different partners.
The American public question should be, "Will you save the last dance for Me?"

It was the greedy oil companies. Until the there is a way to control the cost of oil the companies are going to continue to stick to the consumer.

The democrats or republicans don't control the price of Gas, its the comodities traders, they make money buying and selling oil futures so they don' t care what happens, as long as it continuously goes up or down.....Nuf Said

Well, somebody is getting rich. I monitor the OPEC website. Crude oil has actually fallen $2.00 a barrel over the last coupla weeks.
Of course, our president and his cronies are all oil-rich and they really have no interest in lowering prices.

How the heII are the Democrats supposed to raise or lower gas prices you dimwit?
The fact is Your President GWB got rid of the windfall profits tax. So the big oil companies have been price gouging with out fear of paying extra taxes on their exorbitant profits.
